Chile Declaration and Plan of Action 2024-2034

By adopting the Chile Declaration and Plan of Action [in December 2024], countries in Latin America and the Caribbean have renewed their commitment to solidarity, protection and sustainable solutions for refugees, displaced people and stateless people in the region. Its adoption marks the high point in commemorations of the 40th anniversary of the 1984 Cartagena Declaration on Refugees, one of the world’s most significant regional strategic frameworks for protection and solutions.

The Chile Declaration and Plan of Action will guide States over the next decade through common responses to the challenges faced by refugees, displaced people and stateless people, considering the extent and complexity of forced displacement in the region and specific circumstances in countries of origin, transit, destination and return.

The plan affirms ‘the importance of addressing the specific protection needs and rights of refugee, displaced and stateless women and girls, and ensuring their meaningful, equal and full participation in policies, programmes and activities to address displacement’.

WiRL made a submission to the initiative in September 2024, focusing on the particular challenges that women refugees face in the Latin America and Caribbean region. We are very pleased to see the specific needs of women and girls addressed in the published Action Plan and look forward to working with our members to ensure that the gender-sensitive affirmations in the Action Plan are taken forward.
