Abstract
This independent evaluation assesses UNHCR’s approach to gender-based violence (GBV) prevention, risk mitigation and response. The evaluation looks at the relevance, coherence, effectiveness, efficiency, impact, and strategic positioning of GBV programming, with the goal of informing UNHCR’s 2025 GBV Policy review and the development of the new strategic plan. Through the lens of nine case study countries, as well as data collection with regional and global stakeholders, the evaluation covers refugee, IDP, and mixed situations globally.
